David Carter has stepped into the role of interim CEO of the National Packaging Covenant Industry Association (NPCIA) following Stan Moore's departure last month.

The NPCIA is the legal entity contracted to deliver the Australian Packaging Covenant (APC).

Carter remains the CEO and president of the Packaging Council of Australia, but has offered to assist the NPCIA until a new CEO is found.

He has worked with both Lion, and the Packaging Council of Australia through his involvement in the packaging stewardship scheme in New Zealand. As an existing member of the NPCIA committee, Carter’s appointment allows the NPCIA to maintain momentum in negotiations with governments on future Covenant arrangements, and oversee the covenant’s activities in this transitional period.

The NPCIA and governments are currently progressing work to finalise a new Australian Packaging Covenant for approval by environment ministers in December 2015, with implementation from July 2016.

The NPCIA committee is also working to ensure that a future Covenant, while it remains a co-regulatory arrangement, will deliver strengthened member services and capacity building to assist signatories in reducing the environmental impact of their packaging waste.
