The National Packaging Covenant Industry Association (NPCIA) has welcomed a report by the Municipal Association of Victoria and Sustainability Victoria designed to help the state's local governments determine the financial impact of a container deposit system (CDS) on kerbside recycling.

The NPCIA noted the report says the impact of a CDS would differ between councils due to the variables in kerbside and litter management.

NPCIA CEO Stan Moore said the report pointed out the need for councils to determine the financial impact of a CDS for their individual areas.

“The introduction of a container deposit system would have different impacts on different local governments, and each council really has to do its homework to determine whether it would benefit or suffer from the introduction of a national container deposit system,” he said.

“The NPCIA has developed a calculator and accompanying guide based on the Sustainability Victoria approach, which we will make available for councils across all states and territories”.

“It is important that councils are reliably informed of the impact a CDS will have on kerbside recycling in their local government area”, said  Moore.
